You Would Like to Report a Crime
Reporting a Crime in Person or by Phone
Contact the Division of Public Safety, on a 24/7 basis, to report suspicious behavior, a criminal incident, request a walking escort, or for all medical and emergency-related calls at 215/573.3333 (please program this number into your cell phone). From an on campus phone, dial 511 to be directly connected to our emergency operations center.The Division of Public Safety is located on the University of Pennsylvania campus, at 4040 Chestnut Street, Philadelphia, PA 19104. Personnel are available 24/7 to assist you with your questions, concerns, and/or to record all criminal incidents, and provide you with the necessary support should you be involved as a victim of crime.
Additionally, there are over 450 emergency blue light phones throughout campus, including in all garages and elevators, all of which are directly connected to DPS’ emergency dispatching center.
Criminal incidents occurring within the Penn patrol zone are assigned to the Detective Bureau within the University of Pennsylvania Police Department. Penn detectives will assist and coordinate with the Philadelphia Police Department, if necessary, to investigate all criminal incidents. If the incident involves a student who has violated policies, procedures, codes of conduct, and/or the law, the Division of Public Safety will advise the victim or complainant of the option to report the incident to the Office of Student Conduct or the responsible University Office. Information pursuant to the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act on any person arrested by University Police and charged with a criminal offense is available 24/7 to the campus community.
Reporting a Crime Anonymously
You can report a crime anonymously via email through the Silent Witness Form which will be sent directly to the University of Pennsylvania Police Department.

The Division of Public Safety offers a number of different kinds of safety presentations to all members of the Penn community. Topics include, but are not limited to, the following areas of education:A safety presentation can be tailored to meet the needs of your specific interests and time limitations.
