Interim Chief of Police

Mike Fink joined the University of Pennsylvania Police Department in 1987 after graduating first in his class from the Philadelphia Police Academy.  Mike served as patrol officer, supervisor, unit commander, and Deputy Chief before his appointment as Interim Chief of Police. Mike oversees all aspects of the department’s strategic, tactical, and emergency response operations. With 121 sworn police officers, the Penn Police Department is the largest private police department in the Commonwealth of Pennsylvania. In March 2001, the Penn Police Department was awarded national accreditation from the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA), thereby, becoming the first nationally accredited campus police agency within the Commonwealth of Pennsylvania. Mike led this effort as the department’s first CALEA Accreditation Manager.

Mike has presented on numerous law enforcement topics and has trained many law enforcement officers and civilians in subject areas such as preventive radiological material response and detection, firearms safety and training, and response to active shooter incidents, internationally, nationally, and locally.

Mike holds a B.S. in Criminal Justice and is a graduate of the FBI National Academy, Northwestern University’s School of Police Staff and Command, and most recently, the Leadership @ Penn program.

Mike is also a member of the International Association of Chiefs of Police (IACP), the FBI National Academy Associates (FBINAA), the International Association of Campus Law Enforcement Administrators (IACLEA), the Campus Security Directors Association of the Delaware Valley (CSDADV), and the Delaware Valley Regional Roundtable, formally the Anti-Terrorism Advisory Council (ATAC).
